The Municipality of Giurgiu is the capital with the county bearing the same name. The legend of the establishment of the city talks of a shepherd, San Giorgio, who lived in the Danube floodplain during the Ottoman occupation. As the Turks were gathering people to take as slaves to the Ottoman Empire, San Giorgio founded a town where people stayed free. The town would take the name of the freer, Giurgiu.
